The sustained defence and shipbuilding program at Osborne has pulled a generation of fabrication, welding, electrical and project-controls talent into one precinct, and everything built around it, the sheds, the substations, the services infrastructure, the worker accommodation, competes for the same trades. When a fabricator or HV electrician is absorbed by that pipeline, a commercial builder in the CBD feels it within a fortnight.

We recruit into that pressure rather than around it.
